Housing Manager (PH)

Duties and Responsibilities
Responsible for assisting the Conventional Housing Management Department in performing managerial work involving the management and operation of an assigned area of a number of housing developments. Duties require mature independent judgment and tact in dealing with smaller groups of diverse employees and residents. Specific duties include the following:
- Assist all member of the Housing Management Department as assigned by the Department Head.
- Assist in providing orientation for new residents to include showing unit, explaining lease and briefing new residents on Authority policies and procedures.
- Assist in accurately computing tenant rent for incoming and continued occupancy tenants, and for vacated units, analyzing tenant accounts, accepting rental payments, making deposits, etc.
- Assist in performing periodic drive-by or walk-by inspections of buildings and grounds, resolves unsatisfactory conditions with residents and initiates lease termination proceedings when warranted.
- Assist in performing move-in and move out inspections of public housing dwelling units.
- Assist in processing transfer requests and responsible for monitoring the results.
- Maintain and monitor delinquent rent roll, analyze tenant accounts, accept rental payments, make deposits, etc. Issue delinquent notices, and late payment charges, and initiate the corrective action.
- Participate in and develop tenant association activities for all housing under supervision, meet with leaders, plan meetings and suggest ideas to improve participation and resolve problems.
- Prepare or assist in the preparation of and maintains all weekly, monthly, and annual reports relating to the assigned developments and submit to appropriate department.
- Responsible for the preparation of legal documents with regard to lease enforcement including non-payment of rent or other lease violations.
- Represent the FMHA in court cases involving resident lease enforcement and eviction matters.
- Counsel or supervise the counseling of tenants who are not complying with policies and procedures, who have economic, health, or social problems, who have delinquent rent problems and work out payment methods. Advise residents of lease violations, eviction proceedings.
- Establish partnerships with local support groups and/or agencies capable of rendering all types of support services to tenants.
- Perform administrative tasks: maintain resident files; prepare reports required by HUD and the Authority.
- May assist in preparing budget estimates and make recommendations for Capital Fund Program (CFP) Improvements.
- May be required to track time, cost and revenue for Project Based Management. Contributes to team effort by accomplishing all other duties assigned.
Qualifications and Knowledge
- Associates Degree in Business, Public Administration, or Social Sciences from an accredited college or university. Two (2) years practical experience with demonstrative accomplishments on previous jobs. Experience in housing management. One (1) year of progressively responsible experience as a Management Aide, or experience working in an administrative capacity at a housing development, or an equivalent combination of experience and education.
- PHM Certification required or must be obtained within twenty-four (24) months of hire date.
- Extensive knowledge of Housing Authority operating policies and procedures; principles, practices and techniques of public housing management; HUD regulations pertaining to low-rent housing; basic arithmetic, and services available through local social service agencies.
- Possess excellent Public Relations skills.
- Ability to meet and deal with the public; to establish and maintain effective working relationships with co-workers and persons outside the Authority; plan and organize meetings and other activities; and deal effectively with situations requiring tact and diplomacy, yet firmness.
- Ability to read, write and communicate with confidence, patience and concern; prepare clear and concise narrative and statistical reports
- Ability to coordinate with external agencies for various types of social support programs and activities.
- Ability to meet deadlines and within budgets.
- Ability to make independent decisions, adhere to the policies, set priorities, and work with little or no supervision.
- Some knowledge of modern principles, practices and techniques of budgeting and bookkeeping.
- Skill in the use of basic office machines; computer, typewriter, calculator, and photocopy machine.
- Bendable.
- Valid North Carolina driver's license.
- Eligibility for coverage under PHA fleet auto insurance.
Supervision Received and Given
The employee receives instructions from the Assistant Director of Conventional Housing. Normally, the employee plans and carries out work activities with minimal supervision. The employee receives specific instructions when complaints are brought to the attention of the supervisor; and when the supervisor is contacted by the employee for direction. The employee's work is reviewed for conformity to organizational policies and attainment of objectives.
The employee has no supervisory responsibility.
Guidelines
The employee performs routine duties following established and specific guidelines. Routinely the employee makes decisions concerning resident's or maintenance problems using personal judgment based on prior experience. The employee is expected to adhere to all existing guidelines and compliance is monitored intermittently.
Complexity
The employee performs a large number of varied tasks that require independent decision-making on a daily basis. Work performed by the employee is primarily routine and repetitive in nature. Occasionally, the employee makes decisions regarding unusual circumstances, conflicting data, or other non-routine circumstances. In those cases the employee adapts procedures or develops new approaches to the work.
Scope and Effect
Housing Managers are key employees in management and operation of low-rent housing and their work affects the residents, community groups and support agencies on a continuing basis. Successful accomplishment of duties by the employee enhances greatly the Authority's ability to meet its overall mission.
Personal Contacts
The employee has contact with Authority employees at all levels and with various persons including the public, the media, residents, resident association officers, officials, and representatives of various social service, educational and city agencies.
The primary purpose of contacts is to gain, clarify, or give information; plan, coordinate, and advise on work efforts; motivate, influence, or direct persons or groups; and to justify, defend, negotiate, or resolve controversial matters or issues.
Physical Demands
Work is performed in-office and on-site, and involves physical exertion during visits and inspection of units and developments.
Work Environment
Work involves the normal risks and discomforts associated with an office environment and visits to outdoor developments, sites, dwellings, or facilities, inspections of structures and confrontations with applicants and residents.
