Responsibilities and Duties:

  • Responsible for assisting the Executive Director in overall administrative and management of the Authority's housing programs. Performs administrative, managerial, and supervisory tasks involving the administration and operation of daily activities of the Commissioners, HUD, and local jurisdiction.

Specific duties include the following:

  • Assist the Executive Director in establishing management and operating procedures which execute Fayetteville Metropolitan Housing Authority (FMHA) policies and which ensure compliance with Federal, State, and local laws and regulations.
  • Assist the Executive Director in establishing systems and producers which provide for effective monitoring and evaluation of FMHA housing programs.
  • Assist the Executive Director in planning, developing, organizing, coordinating, delegating, supervising, and directing implementation of Authority's Housing program goals and objectives.
  • Assist the Executive Director in the preparation of information, reports, and recommendations for the PHA Board of Commissioners (BOC).
  • Assist in and coordinates the preparation and timely submission of the PHA's annual operating budgets, and monitors expenditures during the year.
  • Assist the Executive Director in developing and monitoring the Authority's Annual Action Plan; prepares and provides periodic reports on Plan accomplishments.
  • Develops policies and makes administrative and management decisions concerning the daily operation of the Authority.
  • Develops, plans, and implements internal policies, programs, goals, and objectives.
  • Delegates work to subordinates, monitors their work and evaluates their job performance.
  • Acts for the Executive Director in their absence. Formulates plans, procedures, establishes deadlines, requires reports, analyzes problems, develops solutions, and resolves conflicts between individuals/groups within the PHA.
  • Communicates with federal, state and local governmental officials, resident organizations, community organizations, business firms and news media regarding Authority goals, priorities and concerns.
  • Monitors federal, state and local laws, regulations, guidelines, codes and ordinances pertaining to Public Housing. Keeps the PHA's library of such documents and reference materials current. Provides pertinent copies to PHA divisions for their information and utilization.
  • Conducts staff meetings on a regular basis to share critical information and formulate action plans.
  • Investigates internal and external complaints concerning public housing management activities and residents.
  • Attends resident organization meetings.
  • Ability to establish a positive rapport with the general public, staff, clients and residents.
  • Attends professional meetings, seminars and conferences to keep abreast of new trends, activities and concepts in affordable housing. Supports, assists and works with other PHAs and affiliated organizations in joint efforts, which are mutually beneficial.
  • Submits reports and statistics as required by the Executive Director or HUD. Reviews and approves reports and documents required by federal, state and local jurisdictions.
  • Contributes to team effort by accomplishing all other duties assigned.

Qualifications:

  • Four-year degree in Business or Public Administration from an accredited college or university; or a comparable amount of training and/or experience in administration of affordable housing programs. Four years of responsible managerial experience in affordable housing or a closely related field, e.g., a regulatory Agency, or an equivalent combination of experience and education.
  • Evidence of direct work experience and interaction with low-income families is a plus.
  • Housing Management Certificate is preferred.
