Housing Inspector (Maintenance)

Supervisor: Assistant Director of Maintenance
Exemption: Non-Exempt
Starting Salary: $30,035

Duties and Responsibilities
Responsible for conducting all required inspections of housing units in the public housing programs to ensure compliance with HUD's Uniform Physical Conditions Standards (UPCS). Performs all work pertaining to inspections of units, related administrative tasks and other tasks as required.

  • Perform initial annual and move-out inspections of units for compliance with Uniform Physical Condition Standards (UPCS).
  • Conduct monthly inspections of all project grounds and exterior structures.
  • Maintain current inspection results with NSPIRE/REAC-UPCS Program, if applicable.
  • Inform Maintenance of repairs needed to meet program standards.
  • Monitor contracted work and inspect completed work for quality and completeness and for clean-up of job site.
  • Schedules inspections with Management and residents in accordance with supervisory directions; distribute inspection notices.
  • Performs complaint inspections as assigned pursuant to UPCS; notifies Management of results and does appropriate follow-up to inspections.
  • Serves as Safety Officer for the Agency and provides monthly safety training for Maintenance Department and other Departments, as requested. Maintains MSDS Data Sheets and Log Books.
  • May be required to track time, cost and revenue for Project Based Management.
  • Contribute to team effort by accomplishing all other duties assigned.

Qualifications and knowledge

  • High school graduate or GED. Two (2) years experience in residential and multi-family building maintenance, housing inspection techniques and familiarity with full range of housing systems and construction, including plumbing, electrical, structural, heating and refrigeration.
  • Completion of Uniform Physical Conditions Standards Training and Certification required or must be obtained within 24 months of hire date.
  • Good knowledge of HUD UPCS, the Uniform Inspection System and Authority housing operating policies and procedures.
  • Good knowledge of basic arithmetic, business English and general office practices and procedures.
  • Good verbal and written communication skills.
  • Some knowledge of principles, practices and techniques of public housing management.
  • Some skill in operating hand held computers and general office business machines.
  • Ability to understand and communicate in English.
  • Ability to establish and maintain effective working relationships with public housing residents and with other employees and business contacts.
  • Bondable.
  • Valid North Carolina driver's license.
  • Eligibility for coverage under PHA fleet auto insurance.

Supervision Received and Given
The employee receives assignments and instructions from the Assistant Director of Maintenance. Work to be done is usually determined by existing procedures or may be specified by the supervisor. The employee performs routine tasks with minimal or no supervision. Situations not covered by instructions or procedures are usually referred to the supervisor for resolution. The employee's work is reviewed regularly for thoroughness, accuracy, and compliance with policies and procedures.

The employee does not have any supervisory responsibilities.

Guidelines
The employee performs routine duties by following established procedure or by referring to HUD, Authority and leased housing operations manuals. These guidelines cover most job-related decisions. The employee consults the supervisor if guidelines do not cover a specific situation. Independent judgment is occasionally required. Guidance provided the employee is usually detailed and existing guidelines are specific and clear.

Complexity
Work performed by the employee is repetitive and mostly routine in nature. Work to be performed is easily determined, but above average technical and communication skills are required to accomplish tasks. The employee routinely plans, coordinates and performs the work. The employee must be sensitive and objective in dealing with owner/resident interactions.

Scope and Effect
The employee's work affects a significant portion of the units in the Authority's housing programs and the residents and owners. Thorough, effective, and accurate inspections ensure that residents are provided housing that is decent, safe and sanitary, and that owners are adequately compensated.

Personal Contacts
The employee's contacts are primarily with housing management and residents. Such contacts require the ability to establish and maintain good working relationships on a long-term basis. The purpose of such contacts is to provide information, guidance and assistance, so that residents will be housed in dwellings which are decent, safe and sanitary.

Physical Demands
The employee's work is performed both in-office and on-site, and involves physical exertion during the inspection of units and sites, including climbing stairs and ladders, walking across roofs, crawling into attics or basements, and examining plumbing, electrical, heating and air conditioning systems, facilities and equipment.

Work Environment
The work of the employee involves both the normal risks and discomforts associated with an office environment and visits to outdoor developments, sites, dwellings or facilities, confrontations with tenants and negotiations with housing owners, managers and agents.
