The Fayetteville Metropolitan Housing Authority is seeking competitive proposals from qualified General Contractors for the Central Park Villas new construction development in Fayetteville, North Carolina.

The Scope of Work is expected to consist of the construction of a new 84-unit multi-family development. The development is expected to consist of Ten (10) 1-BR units, Forty-Four (44) 2-BR units, and Thirty (30) 3-BR units in Five (5) buildings on approximately 6.3 acres in Fayetteville, NC. The development will also include One (1) community center and site amenities. The work will include, but is not limited to, construction of all site utilities, storm water mitigation systems, site improvements, landscaping, residential and community buildings.

This RFQ is structured as a two-phase qualifications-first selection process:

  • Phase I: will evaluate contractor qualifications and establish a shortlist of up to Three (3) firms. Pricing is not required in Phase I.
  • Phase II: will obtain pricing, conduct interviews, and evaluate the shortlisted firms for final best value selection.

The deadline for Phase I RFQ questions is September 18, 2026 (12:00 Noon ET). Questions shall be directed to the Architect at bids@stognerarchitecture.com.

The Phase I qualifications submission deadline is SEPTEMBER 28, 2026 (3:00 P.M. ET).

Complete RFQ Documents may be obtained by download from Stogner Architecture, PA. by qualified bidders. Qualified General Contractors may request the complete RFQ package by emailing bids@stognerarchitecture.com

All contractors are hereby notified that they must have proper license under the State laws governing their respective trades, whether or not Federal Funding is involved.

Contractors will be responsible to ensure that economic opportunities, to the greatest extent feasible follow Section 3 Requirements 24 CFR Part 135.1 and Section 3 Clause 24 CFR Part 135.38.

The Owner reserves the right to reject any or all packages and to waive informalities.
